Senator Yayi Highlights Legislature’s Role in Budgeting, Advocates for Traditional Rulers’ Constitutional Recognition
ABEOKUTA – The Chairman, Senate Committee on Appropriations and Senator representing Ogun West Senatorial District, Senator Solomon Adeola (Yayi), has emphasized that Nigeria’s budget is not merely about numbers but a policy document designed to serve the holistic well-being of its citizens.
Speaking at the 2nd Annual Retreat of the Remo Traditional Council in Sagamu over the weekend, Senator Adeola delivered a lecture titled, “The Role of Legislature in Shaping a Holistic Budget for Nigeria.”
He addressed misconceptions surrounding the legislature’s involvement in the budgetary process since 1999, dismissing terms like “budget padding,” “insertions,” and “constituency projects” as often misused to unfairly criticise lawmakers.
Senator Adeola explained that Sections 80 to 84 of the 1999 Constitution grant the National Assembly exclusive appropriation powers over public funds.
“Before any kobo is spent from the national treasury, it must first be approved by the National Assembly,” he stated.
He stressed that legislative input ensures equitable development across Nigeria, countering claims that such interventions constitute misconduct.
The senator clarified that what critics label as “budget padding” are essential legislative adjustments to ensure federal projects reach underserved regions. “This is democracy in action—government of the people, for the people,” he asserted. He also addressed constituency projects, confirming that funds are allocated to federal constituencies and senatorial districts but are managed by relevant Ministries, Departments, and Agencies (MDAs), not lawmakers.
Senator Adeola, who attended the retreat during a break from the South-West Zonal Constitution Amendment Public Hearing, pledged support for constitutional roles for traditional rulers. He acknowledged their contributions to governance, peacebuilding, and community development.
The Akarigbo and Paramount Ruler of Remoland, Oba Babatunde Ajayi, commended Senator Adeola for developmental projects, including solar street lights, across the state. He urged the federal government to establish an educational institution in Remoland and ensure fair representation in the proposed Ijebu State.
The event highlighted the need for accurate public understanding of legislative processes while advocating for inclusive governance.
